今年三月,委內瑞拉前總統查維斯去世, 香港各大媒體鮮有地提起他的名字。人人都說他反美,反美以外,就只有陌生而矛盾的片言。有人說他是一代獨裁者,但他一次又一次勝出選舉;有人說他打壓言論自由,但他又好像促生了很多民間電台。有人說他行福利主義會拖垮經濟,但他任內十多年人均生產總值升了一倍。

在他任內,貧窮人口中的識字率急升,亦似乎有了 許多社區共識自治的實驗。提起「人民公社」,很多人只認識中共在1950及60年代那些所謂極左路線、空有意識形態口號的「大鑊飯」。可是, 在21世紀的委內瑞拉民眾的十多年努力下,  這些「組織化、集體化、基層化」的社會共同體實驗,卻顯得更有效而實際, 更像真的「人民公社」,為經濟和社區民主找到了實踐的路線。那麼到底,這些人民自主的社會實驗的進行情況如何?一般委內瑞拉老百姓,又如何看待這些政策?

建設中的自治區

如果普選不足以實現民主,那麼,普選以外,民主的實踐還有甚麼呢?過去十多年,委內瑞拉國內出現了數以萬計, 擁有規劃、行政、財政權力的自治社區,試試落實共識民主的生活和生產方式。

hugo chavez, venezuela’s previous president passed away this march. mainstream media seldom mention either him, or venezuela. when he was mentioned, he was described as an “anti-US” icon. other than that, there are only strange and self-conflicting phrases. some says that he was a dictator, but he won elections over and over again; some says he oppressed freedom of press, but under his reign, there was a remarkable flowering of independent community media; some says his welfare state would break the economy, but under his reign, gdp per capita doubled…

literacy rate remarkably increased, and there were numerous social experiments of community autonomy. after more than a decade, these slow experiments obviously attained much more practical social development than those ideological “communes” boasted by the PRC Communist Party in the 1950s and 1960s. well, actually, how are the experiments now? how do ordinary venezuelan pueblo see these policies?

if general election is  not enough for true democracy, so what’s the missing part? in the past decade, numerous communities with political and economical autonomy emerged in venezuela, trying to practise consensus and democratic lives and mode of production.

本片從1999年查維斯當上總統那年說起,按著時序,記錄了十年間的選舉、政變、公投、政策、社會變化等等。順籐摸瓜,或者有助我們串起零碎的聽聞,弄清矛盾意見間的因由。

2010年反高鐵護菜園一役後,菜園村的命運如何?當日萬人站出來為菜園村抗爭,立法會通過高鐵撥款後,抗爭彷彿告一段落,但菜園村村民的抗爭其實尚未完結,而是轉上了自力搬村的艱辛路上。

在爭取復耕牌以可在自購農地上建屋的的半年中,村民同時開始新村的規劃,要不要有馬路,誰住在誰旁邊,誰住在這誰住在那,由村頭到村尾,每間屋的設計,污水的處理,自有地、農地與公家地的比例等等等,一蓋集體討論決定。

同時間,政府宣佈村民十一月要離開。另一方面,因自購土地相關路權的問題,村民擔心即使買了地卻未能可以通往起屋而躊躇。時間逼切,這是團結的機會,亦有潰散的危機,踏入十一月,政府開始進場拆屋,村民開始了每日巡守、阻擋怪手,爭取先建後搬的日子。直到2011年5月,菜園村村民離開住了幾十年的家園,搬到自購農地上的臨時屋,繼續自力建村的路途。

是甚麼讓村民面對重重難關,仍然堅持、團結,沒有被擊潰?眼下新界東北村落形勢日益險峻,菜園村的經驗,示範了自主搬村,亦告訴我們真實的抗爭的漫長,一切仍需繼續關注。

In 2010, amidst heated opposition, the Legislative Council approved the funding for the construction of the Hong Kong section of Guangzhou-Shenzhen-Hong Kong Express Rail Link. The focus of the struggle of Choi Yuen Village, the major victim of the land resumption and clearance involved in the railway project, has then shifted to building a new village for themselves.
 
Whilst fighting for an official license which allows them to purchase farmland and build houses, the villagers began planning the new village. From the design of every single house, to the ratio between private land, farmland and public land, every detail was discussed and decided collectively.
 
Meanwhile, the government announced that the villagers had to move out in November 2010; however, due to the ‘Right of Way’ issues, the villagers were concerned about the possibility of commencing the construction of the new village on the piece of land which they were not sure if they had the right to pass through.
 
The government started to tear down houses in the village in November. To fight for sufficient time for building the new village, the villagers formed daily patrols to stop the demolition.
 
In May 2011, the villagers eventually left their homeland, in which they have lived for decades, and moved to temporary houses built on a farmland they purchased.
 
Despite all the obstacles, the Choi Yuen villagers demonstrated persistence and unity. The struggle and experience of Choi Yuen Village manifests new possibilities to the villages in the northeastern part of the New Territories that are now confronting land resumption and demolition; it also reminds us of the true hardship of a prolonged struggle of this kind which we should never overlook.

關於【商討】

當我們認知到投票的局限性之時,有提議「商討」作為一個補充投票不足之處的方法,讓持份者有更多機會發言。但話說出了口,卻不一定被聆聽。如何摒棄因為人微所以言輕的陋習?如何令弱勢意見能夠左右群體決策?這些才是「商討」這個方法需要處理的問題。串連線索的幾齣影片,呈現了一些抗爭中的群體討論決策過程,這些聆聽溝通的嘗試,遇到、又克服了什麼困難?並有延伸活動,試經由工作坊實驗,指認出我們在平日溝通常不自覺犯的錯誤。

on deliberation

when we’ve acknowledged the limitations of voting, some suggest “deliberation” as an supplement, by providing more chance for stakeholders to express and converse. yet what is spoken, might not be heard. how to avoid the habit of discarding one’s opinion base on their social status/ personal image? how to ensure minority’s opinion do matter to the collective decision? those are the problems that “deliberation” mode has to deal with. the several films on this thread show the decision-making process in the movement, by means of collective discussion. what obstacles have these trials of listening and converse faced and overcame? also there will be a workshop, in which we are going to pin-point the common, unconscious mistakes that hampers discussion.
